1. Procedures for creating specialized digital signatures for public service use in Vietnam

The procedures for creating specialized digital signatures for public service use in Vietnam according to Article 29 of Decree 68/2024/ND-CP are as follows:

- Check the validity of the specialized public service digital signature certificate as stipulated in Article 31 of Decree 68/2024/ND-CP.

- Verify the legitimacy of the certification path as stipulated in Article 32 of Decree 68/2024/ND-CP.

- Use the private key corresponding to the specialized public service digital signature certificate of the entity executing the digital signature to create specialized public service digital signatures.

- In situations where the law requires the data message to have a timestamp, the data message is deemed compliant if it is stamped with a timestamp corresponding to the created specialized public service digital signature; the timestamp server address is published by the organization providing digital signature certification services for specialized public services.

- Display information regarding the specialized public service digital signature as per relevant laws.

2. Responsibility for implementation, management, and use of certification services for specialized digital signatures for public service use in Vietnam

Responsibilities for the implementation, management, and use of certification services for specialized digital signatures for public service use in Vietnam according to Article 34 of Decree 68/2024/ND-CP are as follows:

- Heads of agencies and organizations: Central Office of the Communist Party and advisory bodies, assistive agencies under the Central Committee of the Communist Party of Vietnam; the Ethnic Council and Committees of the National Assembly; Office of the National Assembly; Office of the President; ministries, ministerial-equivalent agencies, bodies under the Government of Vietnam; Supreme People's Procuracy; Supreme People's Court; State Audit Office; central agencies of unions; provincial and municipal Party Committees under the Central Government; People's Councils, People's Committees of provinces and centrally run cities, and other organizations as stipulated by authorities are responsible for:

+ Developing and issuing regulations and rules on the management and use of specialized public service digital signatures, specialized public service digital signature certificates, private key storage devices, and specialized public service digital signature certification services within their management scope;

+ Annually reporting on the management, implementation, and use of specialized public service digital signatures, specialized public service digital signature certificates, private key storage devices, and specialized public service digital signature certification services; simultaneously devising plans and usage needs for the following year for subscribers under their management as guided by the Government of Vietnam Cipher Ordinance;

+ Managing, guiding, and inspecting subscribers during the implementation, management, and use of specialized public service digital signatures, specialized public service digital signature certificates, private key storage devices, and specialized public service digital signature certification services within their management scope;

+ Leading and organizing training and deployment on the use of specialized public service digital signatures, specialized public service digital signature certificates, private key storage devices, and specialized public service digital signature certification services for subscribers within their management scope;

+ Leading, cooperating with organizations providing digital signature certification services for specialized public services to perform support tasks related to the registration, management, and use of specialized public service digital signatures, specialized public service digital signature certificates, private key storage devices, and certification services for specialized public service digital signatures for subscribers within their management scope; organizing extensions, changes in information content of specialized public service digital signature certificates, and recovery of private key storage devices for subscribers within their management scope as needed.

- Those specified in Clause 1, Article 34 of Decree 68/2024/ND-CP may authorize their subordinate functional agencies to implement the contents in Points a, b, c, d, dd Clause 1, Article 34 of Decree 68/2024/ND-CP.
