Regarding this issue, LawNet would like to answer as follows:

1. Which authority does the Government News belong to in Vietnam?

- Government News is an information and multimedia agency, the voice of the Government of the Socialist Republic of Vietnam, a forum of state administrative agencies and people on the internet, managed and operated by the Government Electronic Information Portal.

- The Government e-News performs the press, information, and communication functions of the Government e-Information portal as prescribed in Decision 06/2013/QD-TTg on the functions, tasks, powers, and organizational structure of the Government E-Information Portal.

- Government News is a public service unit, has legal status, has its own seal and account, and operating expenses are guaranteed by the state budget, aggregated in the budget of the Government electronic information portal; Organize and operate according to the model of a press, information, and communication agency; subject to the state management of the Ministry of Information and Communications according to the provisions of law.

2. Duties and powers of the Government News

The Government News (hereinafter referred to as the News) has the following tasks and powers:

- Comply with the principles, purposes, and service subjects specified in the operating license; Develop planning, development plans, and other activities of the News according to the provisions of the law, in accordance with the planning and development plans of the Government electronic information portal, and organize implementation after approval.

- Provide official information about the Party's policies and guidelines; State policies and laws; organize information and propaganda; and implement publicly and transparently (except for contents that are State secrets) guidelines, policies, and solutions in the direction and administration of the Government, the Prime Minister and state administrative agencies at all levels.

- Information about the activities of Party and State leaders; the implementation of socio-economic development, security, defense, and foreign affairs tasks of ministries, branches, localities, and businesses. Discover, praise, and encourage new elements, advanced examples, examples of good people and good deeds in patriotic emulation movements, in studying and following Ho Chi Minh's moral example.

- Analyze and comment according to the Party and Government's official viewpoints on domestic and international events and issues of public concern. Actively fight against false information and hostile rhetoric that sabotages the work of protecting, building, and developing the country; fight against negativity, bureaucracy, corruption, waste, and other social evils, according to the provisions of law.

- Meet the needs of information and communication in the fields of economic, social, cultural, and spiritual life of the people.

- Organize media information in a number of foreign languages, contributing to the implementation of foreign information tasks by the Party and Government.

- Coordinate with the Center for Technology and Multimedia Communications to organize and publish multimedia products on the Government News: online exchanges, dialogues, and other forms of communication, by applying information and communication technology between the Government, the Prime Minister, ministries, branches, localities, and agencies and organizations related to people and businesses.

- Receive feedback and recommendations from organizations and individuals on the internet to send to the Government, Prime Minister and state administrative agencies; then forward it to competent agencies and organizations and request resolution and response according to the provisions of law.

- Organize the management and operation of the Government Office website and other component websites according to the provisions of law.

- Coordinate with departments and units under the Government electronic information portal to organize the implementation of functions and tasks of the Government electronic information portal related to the expertise and operations of the News; coordinate with news sites/electronic information portals of state administrative agencies, economic groups, and press agencies in the Vietnamese revolutionary press system to organize and carry out information and communication tasks according to regulations.

- Coordinate with relevant units to train, foster, and improve professional qualifications for reporters, editors, and other professional positions in the News to meet assigned task requirements.

- Research and apply scientific and technical advances to improve operational efficiency and implement international cooperation in the News's fields of operation according to the provisions of law and the assignment of the General Director of the Government Electronic Information Portal.

- Carry out service and value-adding activities according to the provisions of the law and the instructions of the Ministry of Finance, ensuring that they do not affect assigned political tasks.

- Organize the accounting apparatus, manage finances, assets, and assigned payroll according to the provisions of law and of the Minister and Head of the Government Office (hereinafter referred to as the Minister and Head of the Government Office) and General Director of the Government Electronic Information Portal (hereinafter referred to as General Director).

- Perform other tasks and powers assigned by the Minister, Chairman, and General Director.
