2. Duties and powers of the Department of Science, Technology, and Training

The duties and powers of the Department of Science, Technology, and Training are specified in Article 2 of Decision 1866/QD-BYT 2023, including:

- Regarding science and technology in the medical field:

+ Preside over the development and submission to competent authorities for promulgation of mechanisms, policies, strategies, plans for scientific research, technology development, and innovation within the scope of state management of the Ministry of Health;

+ Take the lead in guiding and inspecting the implementation of legal regulations in organizing the implementation of scientific and technological tasks, transferring technology, and disseminating and applying the results of scientific research and technological development in fields under the management of the Ministry of Health;

+ Coordinate management and use of scientific and technological resources in assigned areas of responsibility;

+ Preside over guiding and organizing the implementation of science and technology development plans in the health sector; Organize the identification, selection, and direct assignment of ministerial-level science and technology tasks to submit to competent authorities for approval; Approving explanations and signing contracts to implement ministerial-level science and technology tasks; Monitor, inspect, and evaluate the implementation process of ministerial-level science and technology tasks; Organize the appraisal, evaluation, acceptance, dissemination, and application of the results of ministerial-level science and technology tasks;

+ Preside over planning, guiding, and urging units in developing and submitting to competent authorities the promulgation of national standards and national technical regulations in the health sector according to the provisions of law; guide and monitor the dissemination and application of national standards and national technical regulations in the health sector;

+ Manage, guide, and organize the implementation of biomedical research on human subjects. Preside over the organization of appraisal, approval, inspection, evaluation, and acceptance of clinical research and testing of drugs, medical equipment, new techniques, and new methods in medical examination and treatment according to regulations; Evaluate compliance with good clinical practice in clinical trials of drugs, medical equipment, new techniques, and new methods in medical examination and treatment; Manage and guide the activities of research support organizations;

+ Act as the focal point for developing and submitting to competent authorities for promulgation regulations on the establishment, functions, tasks, and powers of the Ethics Council in biomedical research; Guide, monitor, inspect, and supervise the activities of the Ethics Council in biomedical research at all levels;

+ Act as a focal point to guide and organize the implementation of the agreement on technical barriers to trade (TBT) under the state management of the Ministry of Health;

+ Act as a focal point to guide and organize the implementation of legal regulations on intellectual property under the management of the Ministry of Health;

+ Coordinate to guide and organize the implementation of legal regulations on innovative activities under the management of the Ministry of Health;

+ Act as a focal point in developing and submitting to competent authorities for promulgation a set of principles for good clinical drug testing practices, good clinical research practices for medical equipment, good clinical research practices for new techniques, and new methods in medical examination and treatment, guidance, and implementation;

+ Preside and organize the implementation of national science and technology programs assigned by competent authorities to the Ministry of Health to manage.

- Regarding training of medical human resources:

+ Preside over the development and submission to competent authorities for promulgation of legal documents, strategies, plans for human resource training in the health sector, and specific mechanisms and policies for training human resources in the health sector and guiding implementation within the authority of the Ministry of Health;

+ Develop and submit to competent authorities to promulgate professional competency standards for medical human resources as a basis for building and developing training program standards and output standards of medical human resources training levels; Coordinate with functional units of the Ministry of Education and Training and the Ministry of Labor, War Invalids, and Social Affairs to develop and submit to competent authorities for promulgation of training program standards and output standards for each industry and each level of medical human resources training;

+ Preside over the development and submission to competent authorities for promulgation of output standards for specific specialized training in the health sector; quality assurance conditions for specialized medical training and continuous medical professional training;

+ Preside over the management of specialized training specific to the medical industry, continuous medical professional training, and continuous updating of medical knowledge and training programs related to maintaining and supplementing the practitioner's scope of expertise as required by law;

+ Participate in developing plans to train and foster cadres, civil servants, and public employees in the health sector;

+ Act as the focal point to inspect and review the assurance of requirements in organizing practical training for educational institutions' practice facilities in health training;

+ Preside over the development, implementation, monitoring, and supervision of the implementation of regulations for foreigners coming to study, train, and research at health sector facilities according to the provisions of law;

+ Take the lead in guiding and organizing inspection and evaluation according to authority on the implementation of legal regulations in training medical human resources.

- Regarding information technology:

+ Preside over the development and submission to competent authorities for promulgation of legal documents, strategies, and plans on the application and development of information technology, information security, artificial intelligence, and digital transformation in the medical field;

+ Act as a focal point for developing, promulgating, or submitting to competent authorities for promulgation of national standards and national technical regulations on the application and development of information technology and digital transformation in the field of health and ensuring information security and safety in the network environment;

+ Preside over guiding organizations to implement and inspect the implementation of strategies, plans, regulations, and technical processes in the application and development of information technology, artificial intelligence applications, and digital transformation in the field of health, ensuring network security and health information system safety nationwide according to the provisions of law;

+ Coordinate with the Department of Planning and Finance and relevant agencies to evaluate the technical expertise of investment projects on information technology application and development in the medical field and submit them to competent authorities for approval according to the provisions of the law.

- Carry out synthesis, statistics, construction, and management of databases on scientific research, technology development, and human resource training in the medical field.

- Carry out legal work and administrative reform in the areas under the Department's management.

- Manage civil servants, public employees, finances, and assigned assets according to the provisions of the law and the decentralization of the Minister of Health.

- Perform other tasks and powers assigned by the Minister of Health.
