1. Position and functions of the Continuing Education Department in Vietnam

According to Article 19 of Decision 4668/QD-BGDDT in 2022, the Department of Continuing Education is a unit under the Ministry of Education and Training, performing the function of advising and assisting the Minister in state management of continuing education.

2. Duties and powers of the Continuing Education Department in Vietnam

The duties and powers of the Continuing Education Department are specified in Article 20 of Decision 4668/QD-BGDDT 2022, including:

- Regarding the continuing education program:

+ Advise on promulgating and guiding the implementation of continuing education programs at lower secondary and high school levels; Educational programs meet learners' requirements, update knowledge and skills, and transfer technology; coordinate to develop training and fostering programs to improve professional capacity;

+ Organizing and directing the development and appraisal of documents guiding the implementation of the literacy program; continuing education programs at lower secondary and high school levels; Educational programs meet learners' requirements, update knowledge and skills, and transfer technology; training and fostering programs to improve professional capacity;

+ Instructions on teaching Vietnamese to Vietnamese people abroad and foreigners in Vietnam;

+ Guidance on forms of implementing continuing education programs, including work-study, distance learning, self-study, guided self-study, and other forms of learning according to the needs of the learner;

+ Inspecting and evaluating the implementation of continuing education programs and the quality of continuing education.

- Regarding the work of ensuring the quality of continuing education:

+ Coordinate the development, guidance, inspection, and evaluation of implementing regulations on standards to ensure the quality of continuing education;

+ Coordinating and guiding training for managers and teachers to implement regular programs to improve professional capacity;

+ Inspecting and evaluating illiteracy eradication work; recognizing or coordinating recognition of illiteracy eradication results;

+ Instructions on building a learning society and lifelong learning.

- Regarding the organization and operations of continuing education establishments

+ Advise on the promulgation, guidance, and inspection of the implementation of regulations on the organization and operation of continuing education institutions, continuing education institutions with foreign elements, and foreign investment in Vietnam; Regulations on the implementation of continuing education programs to grant general education diplomas;

+ Coordinate with socio-political organizations, professional societies, and social organizations to carry out tasks related to continuing education.

3. General tasks and powers of the Departments under the Ministry of Education and Training in Vietnam

Within the scope of assigned functions, tasks, and powers, units are responsible for:

- Advise and assist the Minister in submitting to competent authorities for promulgation or promulgating according to his authority legal documents and other documents as prescribed.

- Advise and assist the Minister in directing, guiding, organizing, urging, and supervising the implementation of tasks related to the unit's functions, tasks, and powers according to regulations.

- Prepare regular and irregular reports according to regulations or requests of central agencies, ministries, and branches and as assigned by the Minister on content related to the unit's functions, tasks, and powers. Proactively review, handle, or advise competent authorities to handle inadequacies within the scope of the functions, tasks, and powers of the unit.

- Carry out the tasks of administrative reform, online public services, applying information technology, digital transformation, proactively communicating and capturing information in the press and social networks about new guidelines, policies, and regulations of the industry and education and training issues that public opinion is interested in related to the functions, tasks, and powers of the unit.

- Advise and assist the Minister in carrying out the tasks of the standing agency of the inter-sectoral coordination organization related to the functions, tasks, and powers of the unit; submit to the Minister a decision to establish and appoint civil servants to participate in steering committees, drafting committees, and editorial teams to develop legal documents, projects, programs, schemes, consulting groups, and working groups monitored and implemented by the focal unit.

- Lead or participate in the research and use of products of projects, projects, and programs related to the unit's functions, tasks, and powers as assigned.

- Implement working regulations and democracy at the grassroots level of the Ministry of Education and Training.

- The lead unit is responsible for identifying and requesting relevant units to coordinate to carry out tasks and is responsible for synthesizing honestly and fully participating opinions. Relevant units are responsible for coordinating at the request of the presiding unit; Participation opinions must be specific, focused on the assigned field of expertise, and sent on time according to regulations.

- Carry out management, evaluation, ranking of civil servants, and emulation and reward work of the unit according to the provisions of law and decentralization of the Minister. Give comments on emulation and reward documents according to the unit's functions, tasks, and powers.

- Manage and use finance, assets, records, documents, and submissions according to the provisions of law.

- Perform other tasks assigned by the Minister.
