Based on the regulations stipulated in guiding documents regarding the fee rates for motor vehicle driving tests and fees, charges in the field of road traffic, the Ministry of Finance of Vietnam is currently seeking public opinions on the Draft Circular stipulating the rates, collection policies, payment, management, and use of examination fees; certificate issuance fees, certificates of operation on vehicles, and registration fees, license plates issuance for construction vehicles (hereinafter referred to as the Draft Circular).

According to Circular 73/2012/TT-BTC amending the guidelines on fees and charges in the field of road transportation, and Circular 23/2013/TT-BTC stipulating the rates, collection, payment, management, and use of the fees for automobile driving tests, the applicable fees and charges are as follows:

According to the Draft Circular, the proposed fees and charges remain unchanged from those stipulated in Circular 73 and Circular 23, except for the fee for issuing licenses and certificates for operating various types of vehicles, which are consolidated into issuance, reissuance, and renewal of driver's licenses (domestic and international) with a fee of 135,000 VND per occurrence.
Note that the above fee and charge rates do not apply to driving tests for issuing driver's licenses for military forces and police performing national defense and security duties.
Additionally, the Draft Circular specifies exemptions for the following entities:
- Diplomatic missions, consular posts, representative offices of international organizations under the United Nations system;
- Diplomatic officers, consular officers, administrative and technical staff of diplomatic missions and consular posts, members of international organizations under the United Nations system, and their family members who are not Vietnamese citizens or permanent residents in Vietnam, as certified by the Vietnamese Ministry of Foreign Affairs or local foreign affairs agencies authorized by the Ministry to issue diplomatic or official identification cards. For this case, the registrant must present diplomatic ID (red) or official ID (yellow) according to the Ministry of Foreign Affairs' regulations;
- Other foreign organizations and individuals (representative offices of intergovernmental organizations outside the United Nations system, representative offices of non-governmental organizations, delegations of international organizations, members of agencies and other organizations...) not covered above but are exempted or not required to pay fees according to international treaties to which Vietnam is a signatory or participant. In this case, the organization or individual must provide the registration agency with: A request for fee exemption, signed, stating the full name and stamped (if an organization); and a copy of the agreement or understanding between the Government of Vietnam and the foreign government in Vietnamese (original for comparison or notarized copy).
Currently, the Ministry of Finance is soliciting feedback on the Draft Circular on the Ministry's E-Portal.
