On November 9, 2024, the Government of Vietnam promulgated Decree No. 147/2024/ND-CP on the management, provision, and use of internet services and cyber information.
According to the Decree, users of Vietnamese services, when registering cross-border social network accounts and domestic social networks, shall have the following information archived by the technical system of social network establishment: full names, dates of birth, and phone numbers in Vietnam (or identification numbers).
In cases where service users are children (under 16 years of age), parents or legal guardians of children registering accounts using the information of the parents or legal guardians shall supervise and manage the contents accessed, posted, and shared by children on social networks.
Additionally, regarding accounts using electronic games in cyberspace, when registering, players shall adequately and accurately provide the following information: full names, dates of birth, and phone numbers in Vietnam.
Where players are under 16 years of age, parents or legal guardians shall register accounts using their information and supervise and manage the playtime and contents of games accessed by players under 16 years of age.
Providers of electronic game services in cyberspace shall archive the information of players throughout players’ use of services and for 6 months after the players stop using services, ensure that players have rights to decide whether or not to allow providers to use their information for advertising, communications, or provision for other organizations and individuals; implement technical device systems to connect with the national database on population or the database on e-civil status upon requests from competent authorities to verify players’ information.
