Vietnam’s new National Technical Regulations on explosive materials and detonators 

Circulars promulgated on December 21, 2023 include: 

- Circular No. 26/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-14:2023/BCT on safety delay electric detonator, effective as of July 1, 2024; 

- Circular No. 27/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-15:2023/BCT on shock tubes, effective as of July 1, 2024; 

- Circular No. 28/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-16:2023/BCT on emulsion explosives for contour blasting in opencast and underground mines, underground construction without combustible gases, effective as of July 1, 2024; 

- Circular No. 29/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-17:2023/BCT on safety of industrial explosive materials - Octogen explosives (HMX) promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024; 

- Circular No. 30/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-18:2023/BCT on safety of industrial explosive materials - Pentrit explosives promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024; 

- Circular No. 31/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-19:2023/BCT on safety of industrial explosive materials - electronic detonator promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024; 

- Circular No. 32/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-20:2023/BCT on safety of industrial explosive materials - Non-electric in-hole delay detonator promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024; 

- Circular No. 33/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-21:2023/BCT on safety of industrial explosive materials - Non-electric surface delay detonator for opencast; underground mine, underground construction without combustible gases promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024; 

- Circular No. 34/2023/TT-BCT promulgating the National Technical Regulation QCVN 12-22:2023/BCT on safety of industrial explosive materials - Non-electric delay detonator for underground mine, underground construction without combustible gases promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024;

- Circular No. 35/2023/TT-BCT promulgating the National Technical Regulation QCVN 21:2023/BCT on safety for explosion-proof electrical cables used in underground mine promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024; 

- Circular No. 36/2023/TT-BCT promulgating the National Technical Regulation QCVN 22:2023/BCT on safety for explosion-proof electric motor used in underground mine promulgated by the Minister of Industry and Trade of Vietnam, effective as of July 1, 2024.
