Vietnam Register’s responsibilities for implementing ISPS Code

On February 21, 2024, the Minister of Transport of Vietnam promulgated Circular No. 03/2024/TT-BGTVT on amendments to Circular No. 27/2011/TT-BGTVT on applying 2002 amendments to the International Convention for the Safety of Life at Sea 1974 enclosed with the International Ship and Port Facility Security (ISPS) Code, which contains amendments to regulations on Vietnam Register’s responsibilities for implementing the ISPS Code.

Vietnam Register’s responsibilities for implementing ISPS Code 

According to Circular No. 03/2024/TT-BGTVT, amendments to Vietnam Register’s responsibilities for implementing the ISPS Code are as follows: 

Vietnam Register, carrying out the functions of a “Recognized Security Organization”, shall: 

- Instruct seagoing vessel companies to develop plans for seagoing vessel security and approve such plans; 

- Assess the seagoing vessel security and issue international certificates of seagoing vessel security. 

(Previously, Circular No. 27/2011/TT-BGTVT stipulated Vietnam Register’s responsibilities for implementing the ISPS Code as follows: 

Vietnam Register, carrying out the functions of a “Recognized Security Organization”, shall: 

- Provide training and issue certificates to seagoing vessel security guards and security staff of companies with contents conforming with the Standard Program of the International Maritime Organization;

- Approve seagoing vessel security assessments; 

- Approve seagoing vessel security plans; 

- Inspect the security and security equipment systems of seagoing vessels according to the requirements prescribed in the ISPS Code and issue international certificates of seagoing vessel security and international certificates of temporary seagoing vessel security.)

Additional seaport enterprises’ responsibilities for implementing ISPS Code 

According to the Circular, seaport enterprises shall establish seaport security systems according to the requirements prescribed in the ISPS Code. 

Circular No. 03/2024/TT-BGTVT comes into force as of April 15, 2024.
