Vietnam: List of State secrets of the President, the President’s Office

This is a notable content of the Decision No. 1765/QĐ-TTg of the Prime Minister of Vietnam promulgating the List of State secrets of the President, the President’s Office.

The List of State secrets of the President, the President’s Office includes 2 levels: “top secret” and “confidential”. State secrets classified as “top secret” include:

- Reports and documents of the President, the Chairman of the National Defense and Security Council to the Politburo, the Secretariat, the National Assembly, and the National Assembly Standing Committee; Orders and Decisions of the President, Chairman of the National Defense and Security Council on national defense, proclamation and abolition of a state of emergency, a state of war, general mobilization and partial mobilization to fight against wars of aggression and defend the Fatherland that have not been made public;

- Documents and directives of the State President in determining the objects of struggle, exchanging books, and the process of handling professional situations for subjects that infringe or threaten to infringe upon national security;

- Reports and documents submitted by the President’s Office to seek the direction of the President;
