Vietnam: Law on Management and Protection of National Defense Works and Military Zones 2023 has been issued

Regulations on classifying groups of national defense works and military zones in Vietnam are as follows:

(1) According to their important nature and management and protection requirements, national defense works and military zones are divided into Special Group, Group I, Group II and Group III.

(2) Special groups include national defense works and especially important military zones that must apply particularly strict management and protection measures to ensure absolute confidentiality and safety:

- National defense works and military zones serving Party and State leaders and strategic agencies and units of the Ministry of national Defense; national defense works and military zones play a decisive role in protecting forces and means of defensive operations to protect the Fatherland;

- Special research, testing, and production facilities for weapons and equipment;

- Other projects as decided by the Prime Minister.

(3) Group I includes very important national defense works and military zones that require very strict management and protection, ensuring confidentiality and safety:

- Type A national defense works, military zones serving the task of defending borders, airspace, seas, and islands; military and defense tasks at the campaign level; wartime evacuation projects of central departments, ministries, and branches;

- Type B military zones include national military training centers, military zone-level shooting ranges and equivalent; regional shooting ranges, marine shooting range; shooting ranges, and training fields built in military zones specified in this Point;

- Type C military zones include warehouses of ammunition, weapons, technical equipment, and logistics materials; factories and enterprises producing and repairing weapons and ammunition; an area for testing, processing, and destroying strategic weapons and ammunition; national defense works serving the storage, repair, and destruction of weapons, ammunition, equipment, research, testing, and production of defense products built in military zones specified at this Point;

- Type D military zone includes the headquarters of the Ministry of national Defense; national defense works serving daily living, studying, and working are regularly built in military zones specified at this point.

(4) Group II includes important national defense works and military zones that require strict management and protection, ensuring confidentiality and safety:

- Type A national defense works, military zones serving military and defense tasks at the tactical level;

- Type B military zones include division-level shooting ranges, provincial-level military commands, and equivalent; centers, training fields, and specialized shooting ranges; shooting ranges and training fields built in military zones specified in this Point;

- Type C military zones include warehouses of ammunition, weapons, technical equipment, and logistics materials; factories and enterprises producing and repairing weapons and ammunition; campaign-level defense product factories; national defense works serving the storage, repair, and destruction of weapons, ammunition, equipment, research, testing, and production of defense products built in military zones specified at this Point;

- Type D military zones include headquarters of military regions, corps, arms, and equivalent; national defense works serving daily living, studying, and working are regularly built in military zones specified in this Point.

(5) Group III includes national defense works and military zones, with management and protection measures applied to ensure confidentiality and safety:

- Type A national defense works and military zones include ancient citadels, ancient fortresses, tunnels, trenches, and blockhouses left by history;

- Type B military zones include shooting ranges and training fields at regimental, district, and equivalent levels or below; shooting ranges and training fields built in military zones specified in this Point;

- Type C military zones include warehouses of ammunition, weapons, technical equipment, and tactical logistics materials; national defense works serving the storage, repair, and destruction of weapons, ammunition, and equipment built in military zones specified at this Point;

- Type D military zones include headquarters of division-level agencies, provincial military commands, and equivalent levels or lower; academies, schools, research institutes, hospitals, clinics, convalescence facilities, military nursing facilities; defense cultural and sports centers; public housing areas; military museums; detention facilities; national defense works serving daily living, studying, and working are regularly built in military zones specified at this point.

The Law on Management and Protection of national defense works and Military Zones 2023 takes effect on January 1, 2025.
