Before specific guidance documents on region-based allowances for new administrative divisions in Vietnam are issued, the Provincial Social Insurance authorities, Military Social Insurance authorities, and Public Security Social Insurance authorities in Vietnam shall implement the payment of region-based allowances to those receiving monthly pensions and social insurance benefits according to the provisions in Section 4, Part III of Circular 83/2005/TT-BNV dated August 10, 2005, from the Ministry of Home Affairs (including the period during which the region-based allowance payment was temporarily suspended due to the merger (if any)).

In cases of merging administrative boundaries with regions already receiving special allowances, the Head of the Ministries or Central authorities, or the Chairpersons of the Provincial People's Committees, within the scope of their management, shall send a written request for the level of special allowance for the newly merged region to the Ministry of Home Affairs. Until there is a response document from the Ministry of Home Affairs, the current level of special allowances for the beneficiaries will be retained.
