Expenditures for the development of the "All People Protecting National Security" movement in Vietnam

The expenditures for the development of the "All People Protecting National Security" movement in Vietnam are as follows:

- Expenditures by ministries and central authorities:

+ Expenditure on issuing legal normative documents concerning the development of the "All People Protecting National Security" movement, expenditure on information dissemination, developing specialized sections, publishing activities and content related to building the "All People Protecting National Security" movement on media platforms, electronic portals/websites; producing news, articles, reports, clips, exhibitions displaying content and images of the results of the development of the "All People Protecting National Security" movement;

+ Expenditure on organizing knowledge enrichment and training sessions for authorities, organizations, and individuals in the development of the "All People Protecting National Security" movement;

+ Expenditure on organizing propaganda conferences, spreading exemplary models of mass organizations defending security and order at the grassroots level;

+ Expenditure on visiting and encouraging mass organizations and individuals with achievements in the "All People Protecting National Security" movement.

- Expenditures for the development of the "All People Protecting National Security" movement by authorities and units at the provincial and district levels:

+ Expenditure on issuing legal normative documents concerning the development of the "All People Protecting National Security" movement;

+ Expenditure on information dissemination, developing specialized sections, publishing activities and content related to building the "All People Protecting National Security" movement on media platforms, electronic portals/websites; producing news, articles, reports, clips, exhibitions displaying content and images of the results of the development of the "All People Protecting National Security" movement;

+ Expenditure on directing, guiding, and organizing activities in response to the annual "All-People Day for National Security Defense" on August 19;

+ Expenditure on serving surveying, guiding, building, organizing propaganda conferences, spreading exemplary models of mass organizations defending security and order at the grassroots level;

+ Expenditure on organizing knowledge enrichment (including activities of issuing certificates according to regulations (if any)), learning, seminars, exchanging experiences, training for authorities, organizations, and individuals engaged in building the "All People Protecting National Security" movement;

+ Expenditure on awarding collectives and individuals with outstanding achievements in the development of the "All People Protecting National Security" movement;

+ Expenditure on visiting and encouraging mass organizations and individuals with achievements in the "All People Protecting National Security" movement;

+ Expenditure on organizing preliminary and final summaries of the development of the "All People Protecting National Security" movement;

+ Expenditure on office supplies, printing of documents, and other expenditures directly serving the development of the "All People Protecting National Security" movement.

- Expenditures for the development of the "All People Protecting National Security" movement by authorities and units at the communal level:

+ Expenditure on propaganda work, mobilizing the populace to participate in building the "All People Protecting National Security" movement;

+ Expenditure on surveying, guiding, building, organizing propaganda conferences, and spreading exemplary models of mass organizations defending security and order at the grassroots level;

+ Expenditure on travel expenses for learning, participating in training, and exchanging practical experiences with other localities regarding the development of the "All People Protecting National Security" movement;

+ Expenditure on office supplies, printing of documents, and other expenditures directly serving the development of the "All People Protecting National Security" movement.

Circular 40/2023/TT-BTC takes effect from July 23, 2023.
