Vietnam: Authority to manage public assets of units under the General Department of Customs

The General Department of Customs of Vietnam issued Decision 369/QD-TCHQ on the regulation of competence and organization of implementation in the fields of financial management, public assets, construction investment, application of information technology, internal inspection and selection of contractors in the units under the and under the General Department of Customs.

According to the decision, the authority in the field of public property management in Vietnam is as follows:

- For the General Director of Customs:

+ To promulgate, guide, and concretize regulations on standards, norms, management, use, and handling of public assets as decentralized by the Minister of Finance of Vietnam;

+ To comply with the reporting regime as prescribed.

- For heads of cost estimation units under and under customs, for example:

+ To concretize regulations on standards, norms, management, use, and handling of public assets to suit the characteristics of the unit's operations for uniform implementation throughout the unit;

+ To develop regulations for the management and use of public assets within the scope of the unit's management.

- For heads of public non-business units that self-finance recurrent and investment expenditures under the Customs Department of Vietnam:

To promulgate standards and norms for the use of public assets at their units (except for working area standards and norms, cars, machinery, and managerial position equipment) in accordance with the regulations in Vietnam
