On September 20, 2024, the Ministry of Natural Resources and Environment of Vietnam issued Official Dispatch 6647/BTNMT-QHPTTND regarding economic - technical norms under the scope of local land management in Vietnam

To urgently issue economic - technical norms under the scope of local land management in Vietnam

To speed up the implementation progress of the tasks under the Land Law 2024 promptly and effectively; including tasks related to the assignment of tasks, placing orders, or bidding to supply public service products within the scope of land management at local levels, the Ministry of Natural Resources and Environment of Vietnam requests the People's Committees of provinces and centrally affiliated cities to direct relevant units to:

(1) Urgently advise on the issuance of economic-technical norms, cost norms (if any), and product unit prices in the field of land to be applied locally.

The construction of economic-technical norms, cost norms (if any), and product unit prices shall comply with the provisions of Decree 32/2019/ND-CP regulating the assignment of tasks, placing orders, or bidding to supply public products and services using state budget funds from current expenditure sources and the directives of the Prime Minister of Vietnam in Official Dispatch 9652/VPCP-KTTH dated November 18, 2020 of the Government Office regarding the implementation of Decree 32/2019/ND-CP; the guidance of the Ministry of Finance in Official Dispatch 13257/BTC-HCSN dated November 22, 2021 regarding the guidance for implementing Decree 32/2019/ND-CP (where the authority to issue documents is stipulated in Clause 2, Article 26 of Decree 32/2019/ND-CP).

(2) The Ministry of Natural Resources and Environment of Vietnam requests that the People's Committees of provinces and centrally affiliated cities, during the process of constructing economic-technical norms in the field of land management for local application, if there are difficulties or obstacles related to state management of land, report to the Ministry of Natural Resources and Environment of Vietnam for guidance and cooperation as per the assigned functions and tasks.
