To overcome the situation of requesting an extension for issuing documents and the backlog of detailed regulations in Vietnam

Resolution 11/NQ-CP dated January 9, 2024, Government Conference with localities and regular Government Meeting in December 2023, requiring solutions in order to overcome the situation of applying for postponement of the deadline for submitting documents for promulgation and arrears of detailed regulatory documents in Vietnam.

To overcome the situation of requesting an extension for issuing documents and the backlog of detailed regulations in Vietnam

Specifically, regarding the report on the implementation of the Program for constructing laws and ordinances of the Government and the situation of issuing detailed regulations for the implementation of laws and ordinances:

The Government has basically agreed on the main contents of the report on the implementation of the Program for constructing laws and ordinances of the government, the situation of issuing detailed regulations for the implementation of laws and ordinances in 2023, and the tasks for 2024 in the document of the Ministry of Justice;

Requiring ministries, agencies, and localities to enhance discipline and coordination in the construction and issuance of documents;

Accelerating the progress of drafting, submitting, and issuing documents to overcome the situation of requesting an extension for issuing documents and backlog of detailed regulations.

Assigning the Ministry of Home Affairs to establish inspection teams at agencies that have been slow in issuing many documents.

Regarding the report on the implementation of administrative procedure reform in 2023 and the key tasks for 2024

The Government has basically agreed on the main contents of the report on the implementation of administrative procedure reform in 2023 and the key tasks for 2024 in the report document of the Government Office;

Agreeing to integrate the reports as requested by the Government on the Program for cutting, simplifying business regulations, administrative procedure reform, and modernizing the methods of directing and controlling administrative procedures into the report on administrative procedure reform, to be submitted to the Government at the regular monthly Government meeting; the Government Office will provide guidance and develop reporting software to officially implement electronic reporting with digital signatures in April 2024.

At the same time, requesting ministries, agencies, and localities to focus on directing the implementation of administrative procedure reform to create positive and substantial changes in 2024; the Government Office will submit to the Prime Minister the Plan for key administrative procedure reform in 2024 before January 30, 2024.
