On January 30, 2024, the Prime Minister of Vietnam issued an Official Telegram 11/CD-TTg on ensuring a civilized, safe, and economical lifestyle in belief and religious activities during the Lunar New Year of Dragon and Spring Festival 2024.
The Prime Minister requests that:
(1) The Ministry of Home Affairs shall lead and coordinate with ministries, sectors, and localities in:
- Strengthening state management, promoting propaganda, mobilizing, and guiding religious organizations and places of worship to comply with the provisions of the law.
- Continuing to closely coordinate with the Ministry of Culture, Sports, and Tourism in guiding the management and organization of religious festivals in accordance with the law, ensuring security, order, safety, and an appropriate economy in line with the civilized lifestyle, traditions, culture, customs, and good practices of the nation...
(2) The Ministry of Culture, Sports, and Tourism shall lead and coordinate with ministries, sectors, and localities in:
- Enhancing propaganda and mobilizing to raise awareness and responsibility at all levels, sectors, people, and tourists to strictly comply with the state's regulations on festival organization.
- Strengthening inspection, examination, and monitoring before, during, and after the festivals; promptly preventing and strictly handling violations in festival activities, especially acts of exploiting relics, festivals, and beliefs for personal gain, superstitious and deviant activities, gambling...
(3) The Ministry of Information and Communications shall direct the media agencies and press and coordinate with ministries, sectors, and localities to enhance the organization of propaganda and dissemination of laws on beliefs and religions...
(4) The Ministry of Public Security shall direct the functional units and shall lead and coordinate with relevant units and localities in building and implementing plans to ensure security, social order, fire and explosion prevention, and social evil prevention at places of worship, religious establishments, and festival venues...
(5) The Chairpersons of the People's Committees of provinces and centrally-run cities shall:
- Strengthen state management of beliefs, religions, and festivals.
- Guide and mobilize organizations and individuals not to burn votive paper and gold, causing waste and unnecessary expenses, ensuring safety, environmental protection, practicing thrift, and combating wastefulness...
(6) Leaders of ministries, agencies, and localities should not attend festivals unless authorized by the competent authorities...
