The Prime Minister issued Decision 315/QD-TTg dated April 17, 2024 approving the Scheme for Enhancing the Competence of Mediators at the Grassroots Level in the 2024-2030 Period in Vietnam.

Regarding the scope and Timeline for implementing the Scheme for "Enhancing the Competence of Mediators at the Grassroots Level in the 2024-2030 Period in Vietnam", it is as follows:

- Scope of implementation: The plan will be implemented nationwide.

- Time frame: From 2024 to 2030.

+ Phase 1 (from 2024 to 2026): Directing pilot implementation; training and improving skills for provincial-level trainers, district-level trainers, and grassroots mediators; developing skill guide materials for mediators; summarizing the implementation of the plan.

+ Phase 2 (from 2027 to 2030): Training and improving skills for grassroots mediators; promoting the model of "typical commune-level mediation" nationwide; inspecting and evaluating the implementation of the plan.

Specific objectives of the plan for Enhancing the Competence of Mediators at the Grassroots Level in the 2024–2030 Period

Specific objectives of the plan for Enhancing the Competence of Mediators at the Grassroots Level in the 2024–2030 Period are as follows:

- Researching, amending, supplementing, and improving mechanisms, policies, and legal regulations on mediation work at the grassroots level.

- Compiling training and development materials for trainers and mediators at the grassroots level; publishing and disseminating legal regulations on mediation at the grassroots level on the internet to meet practical requirements.

- Striving for each province and centrally-run city to have a minimum of 01 district-level trainer per 80 grassroots mediation teams; a minimum of 01 provincial-level trainer per 100 grassroots mediation teams.

- Providing training, development, and materials to guide, improve, and enhance the skills of grassroots mediators for 100% of provincial-level trainers and district-level trainers.

- Consolidating and completing the quantity and composition of grassroots mediation teams according to the regulations of the Law on Mediation at the grassroots level 2013 for 100% of the teams.

- At least 10% of grassroots mediation teams must have lawyers, legal professionals, People's Assessors, People's Public Security forces, Border Guard forces, officials, and public employees working in the field of law, individuals who have been Judges, People's Assessors, Prosecutors, Investigators providing expertise in legal matters.

- From 80% to 90% of grassroots mediators must receive training and development of knowledge and skills in grassroots mediation according to the Framework Program and the Skills Development Training Materials for Grassroots Mediation issued by the Ministry of Justice of Vietnam. For selected communes, wards, and towns as central-level guiding points, this ratio is 100%. For newly elected, supplemented, and restructured grassroots mediators, this ratio is 100% within 6 months from the date of recognition.

- 100% of grassroots mediators must have access to and utilize the training materials for improving knowledge and mediation skills in appropriate forms to enhance their competence and mediation skills.

- By the end of 2030, the national reconciliation rate will reach 85% or higher. For selected communes, wards, and towns as central-level guiding points, this rate is over 90%.

- By the end of 2030, each province and centrally-run city will have at least 05% of commune-level units meeting the requirements of the model "typical commune-level mediation."
