Official Dispatch 842/HTQTCT-CT issued by the Civil Status, Nationality, and Authentication Department on May 26, 2016, requests the Departments of Justice of provinces and centrally-controlled cities to thoroughly implement certain regulations on authentication as follows:
- Certify copies from the originals of documents, papers that need to be checked and carefully compared for the legality of the originals;- Conduct legal consular legalization before requesting the certification of copies from the originals, and certify the translator's signature on documents and papers issued, notarized, or certified by competent foreign authorities as stipulated at Decree 23/2015/ND-CP and Circular 20/2015/TT-BTP; do not certify documents that have not been consularly legalized.- Certify signatures in documents related to civil status conformably, the certification must include a complete certification statement according to the form; do not certify documents containing contents not according to the form prescribed in Article 25 of Decree 23.- Certify contracts and transactions with attention to and consideration of the content of the contract or transaction, especially those related to land use rights.
