On December 16, 2024, the Minister of Public Security of Vietnam issued Circular 98/2024/TT-BCA stipulating the procedures for crime scene examination in criminal proceedings by the People's Public Security forces.
Circular 98/2024/TT-BCA stipulates the actions required prior to crime scene examination; the content and procedure for crime scene examination; collection of comparative samples; scene reconstruction; records and documents of crime scene examination in criminal proceedings by the People's Public Security force of Vietnam.
According to Circular 98/2024/TT-BCA, crime scene examination in criminal proceedings by the Public Security force of Vietnam must ensure the following principles:
- Crime scene examination must comply with the provisions of the Criminal Procedure Code, the provisions of Circular 98/2024/TT-BCA, and other legal documents related to crime scene examination work.
- Swiftly, promptly, cautiously, meticulously, objectively, comprehensively, scientifically, and accurately.
- The chairperson of the crime scene examination must closely coordinate with the crime scene examination force and other participants in the examination, ensuring centralized and unified direction and is responsible for the overall results of the crime scene examination.
- The crime scene examination process must ensure safety for the examination force and participating entities.
- The provision of information, transfer of documents, and results of the crime scene examination work must comply with the legal regulations and those of the Public Security sector.

Heads of units under the Ministry of Public Security, Directors of provincial and municipal Police, and Heads of agencies, units, and individuals related to crime scene examination activities within the scope of their functions and duties are responsible for organizing the implementation of Circular 98/2024/TT-BCA.
The Chief of the Investigation Police Agency, the Director of the Security Investigation Department, and the Head of the Institute of Forensic Science are responsible for organizing the guidance, inspection, and supervision of the serious implementation of Circular 98/2024/TT-BCA according to assigned functions and duties.
