According to Report No. 219/BC-BNV dated January 11, 2025, from the Ministry of Home Affairs of Vietnam, the Ministry of Public Security of Vietnam will assume additional functions and tasks from three other ministries.

On January 11, 2025, the Ministry of Home Affairs of Vietnam issued Report 219/BC-BNV regarding the addition and completion of the organizational and structural streamlining plan for the Government of Vietnam; which includes proposals for adding new responsibilities to the Ministry of Public Security.

Based on the opinions of the Politburo at Document No. 13038-CV/VPTW dated January 10, 2025, from the Office of the Central Committee of the Communist Party about the conclusion of the Politburo meeting on January 10, 2025, regarding the organizational and structural streamlining plan for the Government of Vietnam, the Ministry of Home Affairs (the standing agency of the Guiding Committee) reported to the Guiding Committee of the Government of Vietnam on the addition and completion of summarizing Resolution 18-NQ/TW of 2017 and the organizational and structural streamlining plan for the Government.

In that context, the proposal adjusts several functions and responsibilities between the Ministry of Public Security and other related ministries and central authorities:

- Transfer 03 groups of functions and responsibilities under the management of the Ministry of Public Security (without increasing the points of contact for the Ministry of Public Security), including:

+ Functions and responsibilities of state management on drug rehabilitation and management post-drug rehabilitation, and prevention of social evils (currently managed by the Ministry of Labor, Invalids and Social Affairs).

+ Responsibilities of state management on judicial record and provision of public services issuing Judicial Record Certificates (currently managed by the Ministry of Justice).

+ Responsibilities for testing and issuing Motor Vehicle Driving Licenses (currently managed by the Ministry of Transport).

- For the remaining 04 responsibilities (as proposed by the Ministry of Public Security in Document 3838-CV/DUCA dated December 18, 2024), including:

(1) Duties to ensure security and order in border regions, checkpoints;

(2) Responsibilities of state management on immigration;

(3) Duties to ensure information security, cybersecurity;

(4) Duties to ensure aviation security.

Results of organizational and structural streamlining of the Government of Vietnam according to Report 219

Moreover, Report 219/BC-BNV also specifies the results of the organizational and structural streamlining of the Government of Vietnam as follows:

- Regarding the organization of the Government of Vietnam, the XV Legislature (term 2021-2026): Based on the continued organizational and structural streamlining of the ministries and branches mentioned above, the organization of the Government of Vietnam, the XV Legislature (term 2021-2026) is streamlined as follows:

+ 14 Ministries, 03 ministerial agencies (reduced by 05 Ministries, ministerial-level agencies), including: (1) Ministry of National Defense; (2) Ministry of Public Security; (3) Ministry of Justice; (4) Ministry of Industry and Trade; (5) Ministry of Culture, Sports and Tourism; (6) Ministry of Foreign Affairs; (7) Ministry of Education and Training; (8) Ministry of Health; (9) Ministry of Finance; (10) Ministry of Construction; (11) Ministry of Agriculture and Environment; (12) Ministry of Science and Technology; (13) Ministry of Home Affairs; (14) Ministry of Ethnic Affairs and Religion; (15) Office of the Government of Vietnam; (16) Government Inspectorate of Vietnam; (17) State Bank of Vietnam.

+ 05 agencies under the Government of Vietnam (reduced by 03 government agencies), including: (1) Vietnam Academy of Science and Technology; (2) Vietnam Academy of Social Sciences; (3) Vietnam Television; (4) The Voice of Vietnam; (5) Vietnam News Agency.

- On the internal organization of ministries, ministerial agencies, and agencies under the Government after reorganization: Implementing the principle of organizational and structural streamlining of the Government of Vietnam, the Party Committee of the Government has directed to streamline internal organizations for agencies, with specific results as follows:

+ Reduced 13/13 General Departments and equivalent organizations.

+ Reduced 518 departments and equivalent organizations (including reduced 59 departments and equivalent under Ministries, ministerial agencies, and ***reduced 459 departments and equivalent under General Departments).

+ Reduced 218 offices and equivalent organizations (including reduced 120 offices and equivalent under Ministries, ministerial agencies, and ***reduced 98 offices and equivalent under General Departments).

+ Reduced 2,958 sub-departments and equivalent.

+ Reduced 201 public service provider units (including public service providers not stipulated in the Decree regulating the functions, duties, powers, and organizational structure of ministries, ministerial agencies, and agencies under the Government of Vietnam).
