Supplementation of regulations on expenditure for forest protection, forest development, and sustainable forest management in Vietnam from February 15, 2025

The Ministry of Finance of Vietnam has supplemented regulations on expenditures for forest protection activities, forest development, enhancing forest productivity and quality, and sustainable forest management as stipulated in Article 3a of Circular 21/2023/TT-BTC (amending Clause 1, Article 2 of Circular 93/2024/TT-BTC) as follows:

Expenditures for special-use forest protection activities, livelihood development support, improving the lives of people in buffer zones of special-use forests, protection of protective forests, support for natural forest production during forest closure, assisted natural regeneration, assisted natural regeneration with supplementary planting, support for sustainable forest management plans and certification issuance, support for scattered tree planting, and contracted forest protection are implemented in accordance with the corresponding regulations in:

- Decree 58/2024/ND-CP of the Government of Vietnam on certain investment policies in forestry;

- Guidelines of the Ministry of Agriculture and Rural Development stipulated in Circular 22/2024/TT-BNNPTNT, which prescribe certain contents regarding forestry in implementing the Sustainable Forestry Development Program and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, 2021-2030, Phase I: from 2021 to 2025.

Note: For forest protection, development, productivity enhancement, forest quality improvement, and sustainable forest management activities under the Program that have been approved by competent authorities, they will continue to be implemented; in cases requiring adjustments, content review and budget adjustment shall be performed according to regulations in Decree 58/2024/ND-CP and Circular 93/2024/TT-BTC, and submitted to competent authorities for approval.
