Recently, the Ministry of Public Security has issued Circular 48/2019/TT-BCA amending and supplementing a number of articles of Circular 11/2016/TT-BCA regulating the procedures for issuance, replacement, and reissuance of Citizen Identity Cards.
The information collection officer must perform the following tasks when receiving the application for issuing, replacing, or reissuing Citizen Identity Cards:
- Collect the old identification card (ID), cut the corner, complete the application according to regulations, and return it to the citizen for cases where citizens register to receive the Citizen Identity Card (CCCD) via delivery to the requested address;- For damaged, peeled, or illegible ID cards, collect and destroy the ID card and complete the application according to regulations (this is a newly added regulation);- Enter information about the type of CCCD issuance, citizen's personal information directly from the CCCD application form or through the information collection device (for citizens registering online); and describe and enter information about the citizen's identifying features.
Additionally, the information collection officer performs various other tasks as stipulated in Circular 11/2016/TT-BCA.
