On November 24, 2023, the Prime Minister of Vietnam issued Decision 1488/QD-TTg on the approval of the "National measurement standards development plan until 2030".
(1) Focus and prioritize resources to deploy and develop national measurement standards approved in Decision 1488/QD-TTg.
(2) Develop national measurement standards that meet the following requirements:
- Using advanced and modern technology suitable for maintenance, preservation, and use conditions in Vietnam; ensure standard qualifications equivalent to those of advanced countries in the ASEAN region.
- Achieve the required accuracy and measuring range equivalent to the measurement specifications of primary standards or secondary standards; serves as the national measurement standard for each respective measurement field, ensuring the standard's alignment with the International System of Units (SI), ensuring completion on time.
- Synchronization between the national measurement standard equipped with transmission equipment and auxiliary equipment, ensuring that the national measurement standard is derived from the main standard in use in the socio-economic, security, and defense sectors, ensuring completion on time.
(3) Staff training
Organize domestic and international training and refresher activities to improve professional qualifications for staff directly involved in establishing, maintaining, preserving, and using national measurement standards at the Ministry of Science and Technology, ministries, agencies, and localities.
(4) Maintain, preserve, and use national measurement standards
- Ensuring the accuracy and alignment of national measurement standards with the International System of Units (SI).
- Ensure physical conditions (premises, workshops, laboratory environment, etc.) in accordance with the requirements of maintaining, preserving, and using the national measurement standard system. Establish, update, and preserve records and documents related to national measurement standards.
- Use national measurement standards to serve scientific and technological research at all levels; production and calibration of measurement standards; and the quality standards of ministries, branches, and localities.
- Unify standard transmission activities from national measurement standards to the main standards of ministries, branches, and localities.
- Implement the inter-departmental comparison program on measurement at international and national levels.
(5) International cooperation
- Appoint staff to participate in interdepartmental comparison programs on measurement at the international level, technical seminars on measurement of international measurement organizations and participate in technical committees and technical subcommittees on measurement of international and regional measurement organizations such as: International Organization of Legal Metrology (OIML), International Bureau of Weights and Measures (BIPM), Asia-Pacific Legal Metrology Foundation (APLMF), Asia-Pacific Metrology Program (APMP),... actively participate in joint research projects, participate in measurement comparisons at the international level for measurement fields; continue to participate in the Global Mutual Recognition Agreement on Measurement (CIPM-MRA).
- Effectively implement bilateral and multilateral projects on developing national measurement standards to meet the requirements of international integration in measurement.
