This content is referenced in Resolution 47/ND-CP dated April 15, 2024, specifying the Government of Vietnam's Action Program to 2030 for implementing Conclusion 57-KL/TW on continuing to improve the quality and effectiveness of external communication affairs in the new situation.

Study and supplement state budget entries for external communication affairs in Vietnam

Tasks outlined to enhance resources, encourage, and mobilize social resources for external communication affairs are as follows:

- Study and supplement state budget entries for external communication affairs.

- The State of Vietnam concentrates resources, focusing on human resources, finance, and facilities to support forces involved in external communication affairs, prioritizing dedicated agencies on external communication affairs within ministries, central authorities, and local authorities, diplomatic missions, national external press, and Vietnamese permanent press offices overseas... Maximizing both domestic and international resources to promote the national image, contributing to the country's socio-economic development, particularly emphasizing the role of people's friendship organizations, overseas associations, reputable and positively influential individuals in society.

- Emphasize the role of the Vietnamese community abroad, especially the youth and young intellectuals to contribute to the building, protecting, and developing the country; preserve and promote Vietnamese cultural identity and traditions.

- Allocate and assign suitable and effective resources for specialized agencies directly involved in external communication affairs, diplomatic missions, Vietnamese cultural centers abroad, and Vietnamese permanent press offices abroad.

- Develop a specialized team for external communication affairs with strong political will, professional, and modern public service qualities. Study and propose mechanisms to attract and appropriately reward officials in external communication affairs; policies for reporters and editors in external radio and television; policies to hire foreign experts in external communication affairs and journalism to promote their contributions and dedication to external communication affairs.

- Study and pilot the model of National Image Promotion Ambassadors, especially in key, strategic, and target areas for external communication affairs.

- Regularly organize training, drills, and skill enhancement courses to update knowledge on external information, foreign languages for officials, reporters, editors involved in external communication affairs; focus on connecting training facilities, improving the quality of specialized training and coaching in external information across the country's training institutions; expand international cooperation in the exchange, training, and coaching of staff in external communication affairs.

- Each ministry, central authority, and local authority (excluding agencies specialized in external communication affairs) should allocate at least one dedicated position for external communication affairs...
