The Central Executive Committee issued Decision 139-QD/TW dated January 4, 2024 on the Inspection Process of the Politburo and the Secretariat in Vietnam.
The regulations on steps to carry out the inspection process of the Politburo and the Secretariat are as follows:
(1) The inspection team or representative of the inspection team shall implement and decide on the inspection plan and agree on a working schedule with the inspection subjects and representatives of the party organization managing party members (if the test subject is a party member); Request the inspection subject to prepare a report according to the suggested outline and provide records and documents; direct relevant organizations and individuals to coordinate implementation.
(2) The inspection subject prepares a written self-inspection report and relevant records and documents to send to the Politburo or the Secretariat (through the inspection team).
(3) The inspection team verifies and verifies:
- The inspection team shall study self-inspection reports, records, and documents; and work with inspection subjects and relevant organizations and individuals. Request the subject to conduct additional inspections and explain in writing the contents that need clarification (if any). When adjustments or additions to the content, time, and subjects of inspection are needed, the inspection team reports to the Politburo and the Secretariat for consideration and decision.
- The inspection team drafts the inspection results report.
(4) Organize a conference to approve the draft and report the inspection results (the party organization that is the subject of inspection or directly manages the inspected party member presides and records the conference minutes).
- Composition: Inspection team; the competent leadership collective of the inspected organization or inspected party member and the representative of the party organization managing that party member (the head of the inspection team, based on the content and objects of the inspection, decides on the party organization hosting the conference and the participants).
- Content: The inspection team shall approve the draft report on inspection results; a conference is held to discuss, give opinions, and make written recommendations and proposals (if any).
(5) The inspection team shall continue to examine and verify contents that are unclear or have different opinions; complete the draft report on inspection results; and submit it to the Politburo or the Secretariat (through the Central Inspection Committee).
(6) The Politburo or the Secretariat shall assign the Central Inspection Commission to consolidate the inspection results of the delegations, in coordination with the Party Central Office, and send the draft report on the inspection results to the comrades who are members of the Politburo or the Secretariat according to the Working Regulations.
