On June 27, 2024, the National Assembly passed the Law on Road Traffic Order and Safety 2024, which takes effect in Vietnam from January 01, 2025.
Regulations on State management responsibilities on road traffic order and safety in Vietnam are as follows:
- The Government of Vietnam uniformly manages state affairs concerning road traffic order and safety.
- The Ministry of Public Security is the lead agency assisting the Government of Vietnam in the unified management of state affairs concerning road traffic order and safety; it builds a professional, elite, and modern Traffic Police force that meets the requirements of ensuring road traffic order and safety.
- The Ministry of Transport manages state affairs on driver training, testing, and licensing; technical safety and environmental protection quality of motor vehicles, specialized machinery, and motor vehicle parts, and other management tasks as stipulated by the 2024 Law on Road Traffic Order and Safety; issuing national technical standards for children's safety equipment as prescribed in Clause 3, Article 10 of the 2024 Law on Road Traffic Order and Safety.
- The Ministry of National Defense manages state affairs regarding road vehicles and drivers participating in road traffic within its scope of management.
- The Ministry of Health manages state affairs concerning the health conditions of drivers and operators of specialized machinery participating in road traffic; regulations on determining blood alcohol concentration and endogenous alcohol levels in blood.
- The Ministry of Science and Technology issues national technical standards for helmets for motorcyclists, motorbike riders, and motorized bicycle riders.
- Ministries and ministerial-level agencies, within their assigned duties and powers, are responsible for cooperating with the Ministry of Public Security in state management concerning road traffic order and safety.
- People's Committees at all levels, within their assigned duties and powers, execute state management concerning road traffic order and safety in their localities.
