State Agencies That Have Sent Electronic Documents Shall Not Send Paper Documents

This is a notable content mentioned in Decision 28/2018/QD-TTg on the sending and receiving of electronic documents (ED) among agencies within the state administrative system (SAS), except for the sending and receiving of documents containing state secrets as prescribed.

Accordingly:

- The sending and receiving of electronic documents (EBTB) between state agencies must comply with the principles outlined in Article 5 of the Electronic Transactions Law and other regulations regarding the protection of state secrets, security, information safety, and archival documentation;- All documents under the authority to issue and resolve of agencies within the state administrative system (HTHCNN) must be sent and received via the document management and operation system;- Agencies within the HTHCNN must not issue paper documents to the recipients once EBTB has been sent, except in cases specified in Clause 2, Article 7 of Decision 28/2018/QD-TTg;- The recipient has the right to refuse to receive the EBTB if it does not comply with the principles and requirements for sending and receiving, and must bear the responsibility for such refusal, while also notifying the sender.
