On September 29, 2017, the Ministry of Information and Communications issued Circular 22/2017/TT-BTTTT stipulating the maximum service charges and policies for exemption and reduction of service charges for receiving and sending dossiers and returning administrative procedure results through public postal services. Accordingly:
Exempt from service fees for the following individuals:
- Individuals who participated in revolutionary activities before the General Uprising on August 19, 1945;- Vietnamese Heroic Mothers.
50% reduction in service fees for the following individuals:
- Heroes of the People's Armed Forces and Heroes of Labor;- War invalids, diseased soldiers, and those entitled to policies as war invalids;- Individuals who participated in the resistance and were exposed to toxic chemicals;- Individuals who participated in revolutionary activities, resistance movements and were imprisoned by the enemy;- Wives, husbands, biological children, biological mothers, and biological fathers of martyrs;- Individuals from poor households and those living in areas with extremely difficult socio-economic conditions.
