On March 28, 2024, the Ministry of Industry and Trade issued a Official Dispatch 2036/CD-BCT on strictly implementing regulations on e-invoices for retail petrol and oil sales in Vietnam.
The Minister of Industry and Trade requests the General Department of Market Management to direct the Department of Quality and Standards of provinces and centrally-run cities to urgently implement the following key tasks and solutions:
- Continue to strictly implement the directions of the Government, the Prime Minister, the National Steering Committee 389, the Ministry of Industry and Trade, and the General Department of Market Management in Official Dispatches, Directives, Plans, and Directing Official Dispatches related to inspection and handling of violations in the petroleum business.
- Continue to direct and urge petroleum enterprises and retail petroleum enterprises within the management jurisdiction to comply with and fully implement the provisions of the law on petroleum business; strictly implement the regulations on e-invoices for business activities and retailing of petroleum products, especially in issuing e-invoices at retail petroleum stores for customers for each transaction at retail petroleum stores; and provide e-invoice data as required.
Proactively coordinate with tax authorities and functional forces in the area during the inspection and strictly handle cases of petroleum businesses not complying with the regulations on e-invoices, including requesting suspension of business activities and revoking licenses and certificates of eligibility for operation in accordance with the directions of the Government in Resolution 28/NQ-CP in 2024 and the directions of the Minister of Industry and Trade in Document 1656/BCT-TTTN dated March 18, 2024.
- Strengthen coordination with media agencies, press agencies; tax authorities in propagating and disseminating the laws on petroleum business to petroleum enterprises in the area. Actively disseminate to consumers about raising awareness of responsibility, requiring retail invoices when purchasing petroleum products at retail petroleum stores, establishing civilized consumption habits, and contributing to building an equal and healthy business environment.
