Recently, the Government of Vietnam has issued Decree 53/2019/ND-CP detailing the establishment, appraisal, approval, and adjustment of irrigation planning; dyke management; and flood prevention and control for dyke-protected river sections.

Detailed regulations on the establishment, appraisal, and approval of planning are as follows:

- The Minister of the Ministry of Agriculture and Rural Development (MARD) assigns the task of planning to the planning agency;- The planning agency organizes the construction or hires consultants to develop the planning tasks, submits to the Minister of MARD for appraisal and approval of the planning tasks;- The planning agency selects consulting organizations for planning, and consulting verification of planning; constructs the planning and collects opinions according to regulations;- The planning agency absorbs, explains comments and completes the planning to submit to the planning appraisal council;- The planning agency completes the planning according to the conclusions of the planning appraisal council, reports to the Minister of MARD for the Prime Minister's consideration and approval.
