Decree 80/2018/ND-CP amending and supplementing certain articles of Decree 147/2003/ND-CP on the conditions and procedures for granting permits and managing the operations of voluntary drug rehabilitation centers; Decree 135/2004/ND-CP stipulating the policies for admission into treatment facilities and the policies for minors and voluntary admissions to treatment facilities.

Notably, the policies applied to voluntary drug rehabilitation participants are as follows:

- The State ensures the funding for detoxification medications, detoxification treatments, and mental disorder treatments for voluntary drug rehabilitators at public drug rehabilitation facilities;- Support 95% of the costs for screening, addiction assessment, medical services as prescribed by the doctor, treatment of opportunistic infections, and common medication treatments.

Additionally, depending on the provincial budget, rehabilitators may also receive monthly food allowance, clothing, personal living necessities, and housing support.
