Promulgation of Standard working regulations for the district-level Party Committee in Vietnam

In the Standard working regulations of the district-level Party Committee issued together with Decision 143-QD/TW dated May 3, 2024, the duties and authorities of the Secretary or Standing Deputy Secretary or Member of the Standing Committee who is the Chairman of the District People's Council are as follows:

Alongside the implementation of the duties and authorities of the Secretary or Standing Deputy Secretary or Member of the Standing Committee prescribed in the Standard working regulations of the district-level Party Committee issued together with Decision 143-QD/TW dated May 3, 2024, the Secretary or Standing Deputy Secretary or Member of the Standing Committee who is the Chairman of the District People's Council has the following additional duties and authorities:

- Responsible to the district-level Party Committee, the Standing Committee, and the collective Standing district-level Party Committee for all activities of the District People's Council and the People's Councils of local communes according to legal regulations; alongside the members of the Standing People's Council cooperate with the Chairman of the District People's Committee to direct the building of a clean, strong, effective, and efficient local government apparatus.

- Has the responsibility to direct the concretization, organization, implementation, inspection, and supervision of the implementation of resolutions, directives, and decisions of the Party Committee and higher-level state agencies related to the activities of the District People's Council; directing the collection of confidence votes and the voting of confidence for the positions elected by the People's Council according to legal regulations.

Directs the development of the annual activity program, supervision program, and session program of the People's Council; directs and prepares important contents within the authority of the People's Council to consider and decide on socio-economic, budget, defense, security, and other important local issues that need to seek the opinion of the Party Committee before submitting to the District People's Council for decision.

- Regularly reports to the Standing district-level Party Committee on the activities of the People's Council; proactively proposes issues within the responsibility and scope of the People's Council that need to be reported and seek the opinion of the collective Standing district-level Party Committee or the Standing Committee; closely coordinates with the Deputy Secretary - Chairman of the People's Committee in handling work to ensure unity in leadership and management between the Vietnam Communist Party and the government, between the People's Council and the People's Committee at the same level.
