Prohibition on Bribery of Voters When Seeking Opinions on Adjusting Administrative Boundaries

On April 16, 2018, the Government of Vietnam promulgated Decree 54/2018/ND-CP providing guidance on soliciting voter opinions regarding the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries.

Prohibited Acts When Conducting Voter Consultation on the Establishment or Adjustment of Administrative Unit Boundaries are as follows:

- Propagating or disseminating false information about the content and significance of voter consultation;- Using deceptive, coercive, or obstructive tactics to prevent voters from participating in or to make them participate in the voter consultation against their will;- Faking documents, committing fraud, or using other means to distort the results of voter consultation;- Exploiting voter consultation to incite disturbance, violate national security, public order, social safety, infringe on state interests, or the legitimate rights and interests of state agencies, organizations, and individuals.
