Procedures for issuance of authorization certificates for military vehicle inspections in Vietnam from January 1, 2025

To be specific, subjects eligible for the Authorization Certificates for military vehicle inspections include: Heads of the Department of Vehicles and Transport, Heads of relevant departments and divisions, and officers of the Military Vehicle Safety Department/Department of Vehicles and Transport/General Department of Logistics - Technical; Directly responsible Heads of the Vehicle and Transport Department under the Logistics - Technical Department of military regions, corps, and equivalents; Heads of departments or divisions, Assistants responsible for military vehicle inspections of the Vehicle and Transport Agency at agencies and units under the Logistics - Technical Department of military regions, corps, and equivalents.

Regarding the procedure for issuing the Authorization Certificates for military vehicle inspections in Vietnam, Circular 71/2024/TT-BQP stipulates as follows:

- Application for issuing the Authorization Certificate for military vehicle inspection in Vietnam:

+ A proposal letter for the issuance of the Authorization Certificate for military vehicle inspection signed by the Head of the Logistics - Technical Department of military regions, corps, and equivalents, addressed to the Department of Vehicles and Transport/General Department of Logistics - Technical according to the regulations in Form No. 03 Annex I attached to Circular 71/2024/TT-BQP;

+ A copy of the appointment decision;

+ A copy of the Military Identification Card;

+ 02 color photos wearing standard military uniform (20 x 30) mm.

- Issuance procedure:

+ Within 05 working days from the date of receiving a complete and valid dossier, the competent authority of the Department of Vehicles and Transport/General Department of Logistics - Technical is responsible for verifying the validity of the dossier, preparing the list, printing all information onto the forms of the Authorization Certificates for military vehicle inspection, and certification of the leader of the Military Vehicle Inspection Team to be presented to the Director of the Department of Vehicles and Transport/General Department of Logistics - Technical for issuance to the subjects according to the regulations in Form No. 01 and Form No. 02 Annex I attached to Circular 71/2024/TT-BQP;

+ In case of an incomplete or invalid dossier, the Department of Vehicles and Transport/General Department of Logistics - Technical shall request the agency or unit to supplement the dossier fully within 03 working days according to the regulations; if after 03 working days the agency or unit fails to supplement the dossier fully, the Department of Vehicles and Transport/General Department of Logistics - Technical shall return the dossier to the agency or unit and state the reasons; the time for dossier supplementation is not included in the processing time.
