On August 14, 2020, the Government of Vietnam issued Decree 91/2020/ND-CP on combating spam messages, spam emails, and spam calls.
The sending of messages, emails, and making phone calls for the purpose of advertising must ensure the following principles:
- Advertising messages and phone calls must not be sent to phone numbers listed in the Do-Not-Advertise List or to users who have previously opted out of receiving advertisements;- If the Recipient of the advertisement rejects or does not respond after receiving the initial registration advertisement message, the Advertiser is not permitted to send any further registration or advertising messages to that phone number;- Advertisers must not send advertising messages, emails, or make advertising calls to Users immediately after receiving a rejection request from the User;- Each Advertiser is not allowed to send more than 03 messages or emails, or make more than 01 advertising call to a phone number within a 24-hour period;- Messages are only to be sent between 07 a.m. and 10 p.m. each day, advertising calls are to be made between 08 a.m. and 05 p.m. each day;- The content of advertisements must comply with the legal regulations on advertising;- …
