The Government of Vietnam issued Decree 61/2024/ND-CP on June 06, 2024, stipulating the criteria for awarding the titles of People's Artist and Meritorious Artist in Vietnam.
The principles for awarding the titles of "People’s Artist" and "Meritorious Artist" are as follows:
- To be carried out in accordance with points a, b, and c of clause 2, Article 5 of the 2022 Law on Emulation and Commendation:
+ Accuracy, openness, transparency, fairness, and promptness;
+ Ensuring consistency between the form, awardee, and achieved merits and achievements;
+ A form of commendation can be awarded multiple times to one individual; no multiple commendations for a single achievement; commendations are given in accordance with the scope of achievements;
- Councils at all levels are only allowed to submit cases that meet the conditions, standards, sequence, procedures, and dossiers as prescribed in Decree 61/2024/ND-CP to the competent authority for consideration.
- The titles "People’s Artist" and "Meritorious Artist" are not awarded to co-authors of musical works and photographic works.
The rights and obligations of individuals awarded the titles of "People’s Artist" and "Meritorious Artist" are as follows:
- Individuals receive a Badge, a Certificate of Award from the President, monetary rewards, and other benefits as prescribed by law.
- Individuals have the obligation to preserve the awarded items; continue to creatively work in culture and the arts to produce valuable films, programs, performances, pieces, cultural and artistic works for the public.
The timeline for awarding, announcing, and organizing the awarding ceremony of the titles "People’s Artist" and "Meritorious Artist" is as follows:
- The titles "People’s Artist" and "Meritorious Artist" are considered and announced in accordance with clause 4, Article 66 of the 2022 Law on Emulation and Commendation.
- The Ministry of Culture, Sports, and Tourism organizes the Award Ceremony for the titles "People’s Artist" and "Meritorious Artist".

Decree 89/2014/ND-CP and Decree 40/2021/ND-CP will become ineffective from the date Decree 61/2024/ND-CP comes into effect.
