Plan for the implementation of the Prime Minister's Directive on the development of cultural industries in Vietnam

On November 5, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Decision 3316/QD-BVHTTDL in 2024 for the Implementation Plan of Directive 30/CT-TTg on the development of Vietnam's cultural industries.

According to the Plan, the focal tasks led by the Ministry of Culture, Sports and Tourism of Vietnam include:

- Developing and submitting for approval the “Strategy for Developing Cultural Industries until 2030, with a Vision to 2045”.

- Propagating and raising awareness about the position and role of cultural industries in socio-economic development.

- Developing, completing, and proposing necessary and suitable mechanisms and policies, and reviewing and constructing effective coordination and linkage mechanisms in the development of cultural industries to be submitted for approval.

- Researching and developing investment proposals and support at each phase for the fields of cultural industries that need priority development, implementing pilot projects until 2030 for certain fields under the Ministry’s management.

- Developing distinctive cultural industry products and services associated with regions, territories, and localities.

- Establishing statistical indicator frameworks for cultural industries.

- Constructing a database framework and digital map for cultural industries.

- Researching, proposing, and connecting to establish a fund to encourage creativity and cultural industry development.

- Organizing national creativity announcements for cultural industry products and services; activities honoring and awarding individuals, organizations, and businesses that have contributed significantly to the development of cultural industries.

- Supporting, advising, and connecting to establish cooperative and linkage mechanisms between authors/copyright holders and organizations or individuals wishing to exploit and use the work.

- Developing software systems for searching, cross-referencing, and comparing to detect and combat copyright and related rights violations in cyberspace and the digital environment.

- Promoting exchange, cooperation, and linkage to foster the development of domestic and international cultural product and industry markets.

- Developing and supplementing training plans to improve the quality of the workforce for the cultural industry sector.

- Constructing support programs and professional consulting for the development of cultural industries.
