Plan for inspection of registration of security interest in land use rights or property on land in Vietnam in 2024

In performing the function of assisting the Government of Vietnam in uniformly managing state administration over the registration of security interests, in 2024, the Ministry of Justice will cooperate with the Ministry of Natural Resources and Environment of Vietnam to organize inspections of the registration work of security interests by land use rights and properties attached to land in several localities. The objectives and requirements of the inspection plan are specified as follows:

(1) Objectives

- To monitor and evaluate the implementation of state management, the coordination mechanism in implementing state management, and the enforcement of laws regarding the registration of security interests by land use rights and properties attached to land in localities as per the legal regulations in Vietnam.

- To capture, evaluate, and summarize the situation of the registration work of security interests by land use rights and properties attached to land in localities; to identify difficulties and obstacles and to provide guidance and resolve difficulties and obstacles in state management work and in the registration work of security interests by land use rights and properties attached to land at local authorities.

- Through inspection activities, to propose solutions to enhance the efficiency of state management work and the registration work of security interests by land use rights and properties attached to land at local authorities.

(2) Requirements

- The inspection activities must be carried out seriously, objectively, substantively, and conformably.

- To ensure uniformity in organizational implementation; to ensure close coordination of relevant agencies, organizations, and individuals during the inspection process.
