Below is the latest opinion of the Ministry of Health in Official Dispatch 7149/BYT-BH regarding the payment of medical examination and treatment (KCB) costs for patients undergoing treatment whose health insurance cards have expired. Accordingly:
- The payment of medical examination and treatment expenses for patients undergoing treatment when their health insurance card expires is carried out in accordance with Clause 2, Article 11 of Decree 105/2014/ND-CP;- The guidance of Vietnam Social Security "only applies to paying medical examination and treatment expenses in cases where the card expires at the end of the fiscal year (December 31 annually), due to objective reasons for not having a new health insurance card issued in time" is not conformable.
Simultaneously, Official Dispatch 7149 further specifies the validity of health insurance cards for children, as follows:
- For children who are 72 months old but have not reached the school admission period, the card is valid until September 30 of that year;- In cases where the card expires and there is a new card belonging to a different beneficiary group, children over 6 years old whose card has expired and have not been issued a new card or do not have a continuous card will follow Clause 2, Article 11 of Decree 105/2015/ND-CP.
