On November 25, 2019, the National Assembly unanimously passed the Law on Amendments and Supplements to Certain Articles of the Law on Cadres, Civil Servants, and the Law on Public Employees, which takes effect from July 1, 2020.

LAW AMENDING AND SUPPLEMENTING SOME ARTICLES OF THE LAW ON CADRES, CIVIL SERVANTS AND THE LAW ON PUBLIC EMPLOYEES

All public employees recruited from July 1, 2020, must sign fixed-term labor contracts, except for the following three cases who will sign indefinite-term labor contracts:

- Public employees who signed labor contracts before July 1, 2020;- Cadres and officials transitioned into public employees as prescribed at Point b, Clause 1, Article 58 of the Law on Public Employees 2010;- Individuals recruited as public employees working in areas with especially difficult socio-economic conditions.

Thus, according to the new law, a series of public employees will soon have to sign fixed-term labor contracts, and the policy of lifelong employment for public employees will be completely abolished, except for the three aforementioned cases.
