No Extension of Professional Employment Contracts Exceeding 12 Months for Teachers and Medical Staff

This content is mentioned in Resolution 102/ND-CP on solutions for the staffing in education and healthcare sectors issued by the Government of Vietnam on July 3, 2020.

To address the immediate difficulties facing Ministries, departments, and localities, and ensure the policy "where there are students, there must be teachers in the classroom" and "where there are patients, there must be healthcare public employees," the Government of Vietnam requires the thorough implementation of Resolution 19-NQ/TW and Resolution 08/NQ-CP.

Annually, the authorized recruitment agencies must organize recruitments to replace the shortage of teachers and healthcare public employees, ensuring the sufficient number of workers as authorized by the competent authority. Labor contracts specializing in professional roles should not be extended beyond 12 months for teacher and healthcare public employee positions. Additionally, public education and healthcare service providers must increase contributions to welfare funds sufficiently to address policies for some labor contracts upon termination.

For preschools and primary schools in economically and socially disadvantaged areas, it is required to ensure the adequate allocation of teachers to conduct two sessions per day as stipulated.
