New Salary Arrangement for Enterprise Managers Transitioning to State Employment

The Ministry of Home Affairs has just issued Circular 13/2018/TT-BNV amending Circular 79/2005/TT-BNV on salary reclassification for Vietnamese officials and public employees when changing jobs and in cases of transferring from the armed forces, cipher force, and state-owned enterprises to work in state administrative agencies (CQNN) and public service providers.

Consider salary classification for senior experts or equivalent for individuals holding management positions in enterprises who are transferred to work in state agencies when the following 03 conditions are met:

- Currently holding management positions in corporations or general companies elected, recruited, or appointed to positions in central agencies with a leadership position allowance coefficient of ≥ 1.0 or positions in provinces or centrally run cities with a leadership position allowance coefficient of ≥ 0.9;- The mandatory social insurance contribution period for the job requiring a university degree is at least 16 years (can be cumulative if there are interruptions without claiming one-time social insurance), and the duration of holding a management position is at least 10 years;- The salary coefficient for social insurance contribution of the management position in corporations or general companies, excluding the leadership position allowance of the anticipated elected, recruited, or appointed position, is ≥ the salary coefficient of a senior expert at the first level.
