Content and methods for inspection of motor vehicles in Vietnam from January 1, 2025

On October 14, 2024, the Minister of National Defense issued Circular 66/2024/TT-BQP stipulating the technical safety inspection and environmental protection inspection of motor vehicles and transport construction machinery under the management scope of the Ministry of National Defense of Vietnam.

Content and methods for inspection of motor vehicles in Vietnam from January 1, 2025

In Article 9 of Circular 66/2024/TT-BQP, the content and methods for inspection of motor vehicles in Vietnam are stipulated as follows:

- The contents and methods of inspection shall be carried out in accordance with the regulations outlined in Table 1, Appendix I attached to Circular 66/2024/TT-BQP and the inspection duration shall not exceed 30 minutes per vehicle.

- The items and contents to be inspected in various stages on either fixed or mobile inspection lines shall be carried out according to the regulations in Table 2, Appendix I attached to Circular 66/2024/TT-BQP, which include the following 5 stages:

+ Stage 1: Identifying and general inspection;

+ Stage 2: Inspection of the upper section of motor vehicles;

+ Stage 3: Inspection of braking efficiency and sideways slip;

+ Stage 4: Environmental protection inspection;

+ Stage 5: Inspection of the lower section of motor vehicles.

- In the case of mobile inspection, all contents as regulated in Clause 2, Article 9 of Circular 66/2024/TT-BQP must be fully implemented, along with additional contents prescribed in Appendix III attached to Circular 66/2024/TT-BQP.

Contents and Methods for Inspecting transport construction machinery in Vietnam

According to Article 10 of Circular 66/2024/TT-BQP, the contents and methods for inspecting transport construction machinery vehicles in Vietnam are as follows:

- The contents and methods of inspection shall be carried out according to the regulations in Table 1, Appendix II attached to Circular 66/2024/TT-BQP.

- The items and contents to be inspected in various stages on either fixed or mobile inspection lines shall be performed according to the regulations in Table 2, Appendix II attached to Circular 66/2024/TT-BQP, which include the following 4 stages:

+ Stage 1: Identifying and general inspection;

+ Stage 2: Inspection of the steering and movement systems; electrical, lighting, and signal systems;

+ Stage 3: Inspection of braking efficiency; environmental protection inspection;

+ Stage 4: Inspection of control, transmission, and operation systems.

- In the case of mobile inspection, all contents as regulated in Clause 2, Article 10 of Circular 66/2024/TT-BQP must be fully implemented, along with additional contents prescribed in Appendix IV attached to Circular 66/2024/TT-BQP.
