Government of Vietnam to request Provincial People's Committee to update local natural disaster response plan to prepare for typhoon TRAMI in Vietnam

On October 24, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 110/CD-TTg in 2024 to proactively respond to Typhoon TRAMI. The telegram includes a requirement for the Provincial People's Committee to update the disaster response plan in their localities to deal with Typhoon TRAMI in Vietnam.

To respond to Typhoon TRAMI, the Prime Minister of the Government of Vietnam has requested Chairpersons of Provincial and City People's Committees to direct the review and update of natural disaster and storm response plans in their areas; based on the actual situation and potential impact of the storm, rain, and flood in the localities, to proactively provide information promptly, direct, and guide residents in responding to the storm and flood, focusing on specific tasks outlined in Official Telegram 110/CD-TTg of 2024 as follows:

- Focus on ensuring safety for activities on the sea and islands in Vietnam:

+ Organize reviews and counts, proactively provide information, guide vessels, boats (including fishing vessels, cargo ships, and tourist boats) still operating at sea to be aware, not enter or exit dangerous areas, or move to safe shelters; implement measures to ensure safety for vessels at anchorage areas in Vietnam.

+ Review and implement measures to ensure safety for tourism activities, aquaculture, and fishing in the sea, estuaries, and coastal areas; decisively evacuate residents from aquaculture rafts and huts to safe locations before the storm has a direct impact.

+ Based on specific situations, proactively decide on sea bans for fishing vessels, cargo ships, and tourist boats.

- Ensure safety in coastal and inland areas:

+ Review and be ready to evacuate residents from dangerous areas, especially those at risk of deep flooding, landslides, estuaries, and coastal areas.

+ Implement measures to ensure safety and minimize damage to houses, warehouses, offices, public works, industrial zones, factories, and dikes; protect agricultural production, and prevent urban and industrial area flooding.

+ Control travel, organize traffic diversion, guide traffic, and limit residents going out during storm landfall and heavy rain to ensure safety.

- Ensure safety in mountainous areas:

+ Review and prepare to evacuate residents in areas at risk of deep flooding, flash floods, and landslides; prepare forces, means, equipment, and necessities according to the “four on-the-spot” motto to be ready to respond to all situations.

+ Inspect, proactively implement measures to ensure the safety of reservoirs and downstream areas; deploy standing forces ready to operate, regulate, and handle situations.

+ Control and guide safe traffic, especially through submerged areas, flooded, swift-flowing areas; proactively arrange forces, materials, and means to handle incidents, ensure smooth traffic on main traffic routes.

+ Prepare forces and means to promptly carry out rescue operations, and quickly overcome post-storm and flood consequences.
