On October 14, 2024, the Minister of National Defense issued Circular 68/2024/TT-BQP stipulating the training, examination, and issuance of military driver licenses; providing legal traffic law training for operators of specialized military vehicles under the management of the Ministry of National Defense of Vietnam.

According to the provisions of Article 23 of Circular 68/2024/TT-BQP, the training program for converting civil driver licenses to military driver licenses in Vietnam is as follows:

2. Guidance on Inspecting Driving Training under the Management of the Ministry of National Defense of Vietnam from January 1, 2025

The inspection of driving training under the management of the Ministry of National Defense of Vietnam is carried out according to the provisions of Article 24 of Circular 68/2024/TT-BQP as follows:

- The Department of Motor Vehicles - Transportation/General Department of Logistics - Techniques organizes inspections according to the plan or ad-hoc inspections of driving training activities.

- Inspection content:

+ Implementation of plans, content, training programs;

+ Quality, safety conditions of vehicle teaching facilities; driving training grounds; system of materials, curriculum, teaching plans, lectures; assurance work for driving training;

+ Implementation of policies, regulations according to the Technical Work Charter of the Vietnam People's Army; guidelines from higher agency professionals;

+ Documents, storage of training documents;

+ Training quality, driving teaching staff, management, and student discipline.

- Composition of the inspection team:

The Head of the Department of Motor Vehicles - Transportation/General Department of Logistics - Techniques decides to form an inspection team for military driving training, consisting of:

+ Team Leader: Head of the Department of Motor Vehicles - Transportation/General Department of Logistics - Techniques or a delegated senior official;

+ Members include senior officials, aides from the Department of Motor Vehicles - Transportation/General Department of Logistics - Techniques; training officers or motor vehicle-transport officers from units with training facilities.

- The inspection team provides written notice of the inspection results to the training facility and its direct superior.

From the effective date of Circular 68/2024/TT-BQP, the following Circulars cease to be effective:

- Circular 170/2021/TT-BQP by the Minister of National Defense of Vietnam regulating training, examination, and issuance of military driver licenses; providing legal traffic law training for operators of specialized military vehicles in the Ministry of National Defense;

- Circular 86/2023/TT-BQP by the Minister of National Defense amending and supplementing several articles of Circular 170/2021/TT-BQP by the Minister of National Defense on training, examination, and issuance of military driver licenses; providing legal traffic law training for operators of specialized military vehicles in the Ministry of National Defense.
