New Guidance on Conversion of Construction Investment Costs

On September 20, 2017, the Ministry of Construction signed Decision 964/QD-BXD to announce the Guidance on converting construction investment costs, replacing the Guidance in Decision 1129/QD-BXD dated December 22, 2010. Accordingly:

Conversion of construction investment costs is the conversion of settled investment cost items stipulated in Clause 2, Article 29 of Decree 32/2015/ND-CP as implemented at the price level at the time of handover for operation and use.

Including costs:

- Compensation, support, and resettlement costs (if any);- Construction costs;- Equipment costs;- Project management costs;- Construction investment consulting costs;- Other costs.

Depending on the construction investment project, the implementation form of the project, and the contractual price form of the construction package, the investor may choose one of the cost conversion methods mentioned in the Guidance.
