On April 19, 2019, the Ministry of Finance promulgated Circular 23/2019/TT-BTC amending and supplementing several provisions of Circular 218/2016/TT-BTC on the regulations concerning the rates, collection policies, payment, management, and use of fees for evaluating conditions in the field of security; fees for the examination for professional certification in security services, fees for licensing the management of fireworks, fees for licensing the management of weapons, explosives, and supporting tools.

Circular 23/2019/TT-BTC has made some changes to the Schedule of Fees and Charges compared to Circular 218/2016/TT-BTC as follows:

- Amended the List of licenses for the purchase of military weapons and support tools to the List of licenses for the purchase of weapons and support tools, but retained the fee of 10,000 VND per unit;- Removed the License for transporting empty shells or explosives list;- Added several new categories such as License for equipping support weapons; License for import and export of weapons and support tools; License for the use of decommissioned weapons and support tools.
