Ministry of Education and Training of Vietnam's guidance on tasks for the 2024-2025 school year regarding legal affairs in Vietnam

The Ministry of Education and Training of Vietnam provides guidance on tasks for the 2024-2025 school year regarding legal affairs in Vietnam. To be specific:

* Regarding the legal organization of the Departments of Education and Training:

- Continue to consolidate and promote the role of the legal organization at the unit;

- Continue to cooperate with relevant agencies and units to organize legal knowledge and legal affairs training courses to improve the quality and professional expertise of the personnel engaged in legal affairs in the field of education at the local level;

- Delegate personnel engaged in legal affairs to participate in professional and operational legal training courses organized by the Ministry of Education and Training of Vietnam, the Department of Justice, and other relevant ministries and sectors.

* Regarding the task of drafting legal normative documents (legislative documents) of the Departments of Education and Training:

- Improve the quality of drafting legislative documents and drafting directive and executive documents concerning legal affairs for the subordinate educational institutions; take the lead in drafting or delegating personnel to participate in drafting legislative documents of the Provincial People’s Council and the Provincial People's Committee (UBND) related to the field of education at the local level as stipulated in Decree 59/2024/ND-CP;

- Fully and qualitively contribute to the draft legislative documents related to the field of education drafted by other agencies and units as stipulated by the law on the issuance of legislative documents; coordinate in researching and drafting the Teachers Law and subordinate laws in the field of Education and Training.

* Regarding the checking, handling, reviewing, and systematizing work of legislative documents of the Departments of Education and Training:

- Coordinate with the Department of Justice to assist the Provincial People’s Council and the Provincial People's Committee in self-checking and handling legislative documents in the field of education issued by the Provincial People’s Council and the Provincial People's Committee;

- Conduct self-checking and handling of separate documents containing legal norms issued by the Department of Education and Training;

- Proactively cooperate with relevant agencies and units to review legislative documents in the field of education to identify illegal, conflicting, overlapping, expired, or no longer suitable provisions in comparison to higher-level documents and the socio-economic development situation, to propose amendments, supplements, replacements, or annulments of such documents.
