This is one of the prominent contents mentioned in Circular 06/2017/TT-BGDDT on the Regulation of In-Service Learning (ISL) at the undergraduate level, which took effect on May 1, 2017.
According to the regulation, undergraduate training activities for ISL are stipulated as follows:
- Training institutions organize and manage ISL according to credits. Learners can study and take exams to accumulate credits alongside regular training systems;- Training institutions are only allowed to enroll students when they have publicly announced the ISL Enrollment Notification at least 3 months before the enrollment date;- Students who have graduated from university or have studied other training programs are allowed to retain the results of accumulated courses with the same content and duration.
For ISL undergraduate enrollment courses before May 1, 2017, the enrollment and training organization will still be implemented according to Decision 62/2008/QD-BGDDT, Circular 15/2011/TT-BGDDT, and Decision 36/2007/QD-BGDDT.
The Ministry of Labor, War Invalids, and Social Affairs issued Circular 08/2017/TT-BLDTBXH stipulating the professional standards of vocational education teachers.
Compared to the regulations in Circular 30/2010/TT-BLDTBXH and 40/2015/TT-BLDTBXH, the professional standards for vocational education teachers have some new points as follows:
- For the elementary level, vocational skills certificates (VSCC) can replace secondary professional degrees or vocational secondary degrees such as:- National VSCC Level 1 or certification of level 3/7, 2/6 artisans;- VSCC certifying provincial-level artisans or higher.- For the intermediate level, separate standards for theoretical and practical teachers:- Theoretical teachers must have a bachelor's degree in a specialized field or a bachelor's in education or higher;- Practical teachers must have one of the following certificates: National VSCC Level 2, certification of level 4/7, 3/6 artisans; certification of artisans, artists, or elite doctors.
Circular 08/2017/TT-BLDTBXH takes effect from May 1, 2017.
The Ministry of Health issued Circular 01/2017/TT-BYT (effective from May 1, 2017) guiding the implementation of chemotherapy, radiation therapy, and combined chemo-radiotherapy during the day at medical examination and treatment facilities (METF).
The implementation of chemotherapy, radiation therapy, and combined chemo-radiotherapy during the day must comply with the following regulations:
- The treating doctor is the one who specifies whether the patient will undergo radiation therapy, chemotherapy, or combined chemo-radiotherapy based on the patient's health status and medical condition;- Only treat patients residing in the province or centrally-governed city where the METF operates;
For non-resident patients, treatment is only applied if the patient voluntarily requests treatment, not applicable to poor or near-poor patients.- Ensure patient flow management, not mixing patients and beds for 24-hour inpatient treatment with day inpatient treatment.
According to Decision 831/QD-BYT by the Ministry of Health (effective from March 11, 2017), the Template for Personal Health Management Records for Primary Health Care includes the following 04 main contents:
- Administrative information section;- Group of information on medical history and health-related factors;- Immunization;- Clinical and paraclinical examination.
The above template is used to create and manage comprehensive and continuous personal health records at commune-level health stations and equivalent, family doctor clinics; it is updated annually if required.
