On November 25, 2024, the Minister of Justice of Vietnam issued Circular 14/2024/TT-BTP stipulating the standards and conditions for consideration for promotion in the professional title of public employees responsible for judicial records.
Circular 14/2024/TT-BTP applies to public employees engaged in work in the field of judicial records at the National Criminal Record Center, Ministry of Justice; related agencies, organizations, individuals involved in the promotion review of the professional title in judicial records.
According to Circular 14/2024/TT-BTP, to be eligible for promotion review of the professional title in judicial records, public employees must meet the following general standards and conditions:
- Meet the standards and conditions prescribed in Clause 1, Article 32 of Decree 115/2020/ND-CP on recruitment, use, and management of public employees (amended and supplemented in Clause 16, Article 1 of Decree 85/2023/ND-CP).
- Meet the general standards on professional ethics and the standards on training and fostering qualifications of the professional title in judicial records as stipulated in Articles 3 and 4 of Circular 13/2024/TT-BTP stipulating the codes and standards of the professional title in judicial records.
- The National Criminal Record Center has a need for the job position of the public employee position considered for promotion;
- Authorized to participate in the promotion review.
In the case of promotion review for the professional title of a Grade II Criminal Record Officer to Grade I or promotion review for a Grade III Criminal Record Officer to Grade II, in addition to meeting the general standards and conditions mentioned above, it is necessary to ensure specific standards and conditions for the corresponding case.

In case the law on public employees or the legislative documents referenced in Circular 14/2024/TT-BTP is amended, supplemented, or replaced, the implementation shall comply with the new provisions in the amended, supplemented, or replaced legislative documents.
